Issue
Changing Zoom Settings in a Palette Document Has No Effect.

Details
When you open the Equations Palette on Windows, and set the Zoom setting to be something like 200 %, then lock the Equations Palette by using !Flk, it now views at 75%. Why is this and is there a work-around?

Solution
This is because we found that when palettes where displayed at 100% on Windows, they were too large, so special code was created for the windows platform to make palettes appear to be a more appealing size.

Work-around: use an FDK client to turn of "Zoom Mangling" as follows: Set FP_Zoom to FV_NO_ZOOM_MANGLING on FO_Doc object.
