Question:
Can I use DocBook 4.x with Frame+SGML 6.0 or earlier?

Answer:
Not out of the box. You will not be able to simply swap the DocBook 4.x files (dtd, edd, rules, etc.) and have it work with FrameMaker. In order to get a useful application out of it, you will need to do some level of customization. You might try using only certain parts of the dtd, for example.
